本文发表在 rolia.net 枫下论坛I was rejected when I applied my wife's visitor's visa. I immediately complained to Immigration Canada and sent the copy to Beijing. The case manager in Beijing replied me the next morning. It didn't help for the visitor visa anyway, but it did help me a lot latter when I applied my wife's immigration visa. They were scared by me. They processed my wife's case pretty fast. I here post my complain letter for your reference. Folks, remember be strong. The more strong you show them, the more likely you will be approved.

My name is XXXXX. I am a 2 years long landed immigrant. I will get my Master degree from the University of Western Ontario in this autumn. Now, I am working for XXXX Canada as an IT Specialist. My salary is CAD XXXX a year. I was just married in January in China and because of work in Canada, I left my wife before finishing our honeymoon.

My wife applied for visitor visa from Beijing Embassy. She was refused yesterday, March 14, 2000. She was told that there was no evidence to show that she would be back to China after her staying. She even had no chance to meet the immigration officer in person to explain. A piece of paper announced the result.

What is the criteria that the Beijing Ambessy office is using to screen people? Nobody would like his spouse to leave him. I am not special. I am longing for being with my wife and don't want to be separated even for a minute. I will apply for her immigration after she come so that we don't need to apply for visitor visa any more. Because the immigration will take some 8 to 12 months, much longer time than visitor visa, I hoped I could have her come to my side temporarily before I could have everything done. And if the Beijing office think it is utmost important for my wife to leave Canada after her visit and then go back to China even for a minute of stepping in the China ground, and then apply for the 2nd visitor visa, I will certainly do so.

I will do everything for it.

But the officer only refused us. I am suspecting that the officer who refused me might still be single and doesn't have any experience of love and any sense of humanity. What if he were separated from his wife and were rejected of being with her just because of no evidence to show she would go back. What kind of evidence is he looking for? A bank deposit? An employer's guarantee letter? Tell me. Please tell the tax payer a physical way that can satisfy the officer's criteria. And I would also like to be informed about the cases to which Beijing embassy has issued visitor's visa.
According to media, each year, thousands of unqualified people from China are issued visa to Canada. According to real life, you can see thousands of suspected people wandering in China town of Toronto. I guess they all have had the evidence of leaving Canada when applying for visa. But I don't have, because I don't know how to pretend. Instead I attached a letter in my wife's application form, telling them how much I and my wife love each other and don't want to be separated. Now, I know I am wrong. I shouldn't have told them so much honest stuff. I should have visited China town to learn how to prepare "evidence of leaving".

What is more important for our Canada society to consider when screening people for visa? Education? Income? Family? Or "evidence of leaving" or a specific piece of paper.
