• have been a Canadian citizen or legal resident of Canada on the day before you left Canada; and
• have resided in Canada for at least 20 years after turning 18.

我查了一下，Old Age Security (OAS) Program　网站　，要求是　
•You must be 65 years of age or older.
•You must live in Canada and be a Canadian citizen or a legal resident at the time we approve your pension application.
•You must have lived in Canada for at least 10 years after turning 18.

那理解是他们可以的了？哪位有类似经历？

不是的，领养老金的条件LZ说得很清楚，官方网站也一样的条件，就是在加拿大居住10年，年满65岁，在申申请批准时是公民或移民身份。并不和10年担保挂钩。但其它一些福利（如残疾福利）和10年担保挂钩。 -saharasnow(happy QQ); 2013-6-5 (#8233769@0)
