Click "Add" first, then, on "Add input locale" dialog, choose "Chinese(PRC)" from "input locale" list.

OK, go to "General" tab. In "Language settings for the system" list box, choose "Simplified Chinese" and/or "Traditional Chinese". Click "OK". You may be prompted to reboot the computer. Then go to "Input Locale" tab.

in login window, input 'administrator' as username and your password. after login, you could do anything including changing the regional settings.
